Richmond Civic Engagement Network
Terms of Reference
Purpose
These terms of reference shall apply to the “Richmond Civic Engagement Network” (RCEN)
Mandate
The purpose of the RCEN is to increase opportunities for and remove barriers of civic engagement for all those that live and work in Richmond.
Role
· To increase levels of involvement in civic life by facilitating the breaking down of barriers in participation
· To facilitate dialogue and increase understanding between sections of the Richmond community
· To facilitate a broad understanding of civic structures and responsibilities
· To be issue-based in the promotion of civic engagement
Principles
· The RCEN will follow a community development approach in engaging the citizens of Richmond, resolving civic engagement issues, and identifying participation opportunities.
· In doing so, the RCEN will seek support from the many Richmond groups and organizations based on the following principles, while continuing to engage individual citizens:
Inclusiveness:
The RCEN will consult with and seek to include Richmond’s many groups and organizations in its activities.
Cooperation:
The RCEN will cooperate with Richmond’s many groups and organizations to identify opportunities and barrier in civic engagement, as well as resources that address participation issues.
Flexibility:
The RCEN will operate with flexibility, thereby encouraging Richmond’s many groups and organizations to determine themselves how they wish to participate.
Voluntariness:
Participation in and with the RCEN is voluntary.
Composition
· The RCEN membership is open to all who live and/or work in Richmond
· The RCEN welcomes affiliation from the many groups and organizations in Richmond
· Representation is welcome from all Richmond civic organisations and groups - both non-profit and governmental, including religious and business organisations
Recruitment, Selection and Appointment of Officers
· The membership shall appoint a Chair, Vice Chair and other officers that are necessary for the development of the RCEN.
· Officers shall be appointed for 1-year terms.
Operation and Process / Decision making
· Each year, in January, the RCEN shall appoint a Chair, Vice Chair and other officers.
· Meetings shall be held on a bimonthly basis.
· Sub-committees may be appointed by the RCEN as necessary. Membership in the sub-committees is not restricted to appointed RCEN members. The sub-committees will report to and take direction from the RCEN
· Each RCEN member is entitled to one vote. Where RCEN recommendations are brought forward on a basis other than consensus, the submission of minority RCEN member(s) opinions shall be permitted.
